According to a report in cricbuzz, the Australian all-rounder has already informed SRH as well as the BCCI regarding his decision.

Marsh would have to undergo a seven-day quarantine before joining his team at Chennai where they will play their first game against Kolkata Knight Riders(KKR) on 11th April. The teams will remain in the strict bio-secure bubble throughout the 50-day tournament.
While the IPL 2020 was in UAE where the teams had a private beach, the hotels in India don't have that much facility, making it difficult for the players to spend long hours confined inside the four walls.
As per reports, SRH has roped in an Englishman as a replacement for Mitchell Marsh. It is still unclear who is the replacement however, it is likely to be Jason Roy, who didn't attract any buyer in the IPL 2021 Auctions.
Marsh missed the entire IPL 2020 for SRH after twisting his ankle in the first match of the team last year. Jason Holder had come in to replace him. The all-rounder has played a total of 21 IPL Matches so far.
